Description

The Senior IT Project Manager oversees various system projects and/or programs of a highly complex nature. The Senior IT Project Manager work assignments involve moderately complex to complex issues where the analysis of situations or data requires an in-depth evaluation of variable factors.

The Senior IT Project Manager assembles and leads project team, identifies appropriate resources needed, and develops schedules to ensure timely completion of project. Often actively manages stakeholder partnerships and mitigates risks. Familiar with the system scope and project objectives, as well as the role and function of each team member, in order to effectively coordinate the activities of the team. When managing programs, oversees the interdependencies and integration of interrelated projects, and sets strategies and leads program execution to deliver longer term business value. Can possess specialized knowledge of Software Development Life Cycle (SDLC) and Information Technology Infrastructure Library (ITIL) frameworks used to manage risks and issues unique to technology projects. Begins to influence department's strategy. Makes decisions on moderately complex to complex issues regarding technical approach for project components, and work is performed without direction. Exercises considerable latitude in determining objectives and approaches to assignments.

Responsibilities:


Single accountable party for defining, planning, orchestrating, and delivering a given strategic initiative.
Ensures end results are of the highest caliber with a clearly articulated scope and quantifiable business benefit.
Directs large-scale, complex projects often involving multiple internal and external constituents and matric partners.
Accountable for one or more initiatives including business, operational, and IT deliverables.
Directly manages all aspects of the project life cycle and works with matrix IT partners to oversee all SDLC phases of a project.
Rigorously manages scope to ensure commitments are achieved within agreed upon time, cost, and quality parameters.
Validates financial forecasts and provides on-going reconciliation or resources and other related project expenditures ranging up to 6-7 mil across multiple project initiatives.
Develops communication plans and interfaces to execute on responsibilities
Serves as a Subject Matter Expert in routinely briefing key stakeholders on different aspects of assigned initiatives.
Chairs weekly Core Team and monthly Operating Committee meetings to review progress with key constituents.
Defines and tracks project milestones while developing, maintaining, and reporting on an overall integrated delivery plan.
Develops the project charter, integrated project plan, resource plan, contingency plan, and related project artifacts.
Publishes periodic project status reports.
Proposes recommendations and adjustments

Adept at learning new technologies and systems (Webex, MS Teams, Microsoft Project, Azure, Clarity, ServiceNow, etc.)
Ability to remove barriers and enable teams to complete objectives.
Demonstrated applied experience establishing and delivering complex projects.
Excellent problem solving and critical-thinking skills.
Exemplary core project management skills including multiple aspects of the PMBOK
Extensive knowledge and expertise in the use of the project management and SDLC methodologies and tools.
Bachelor's degree in IT or Business studies
Ability to work w/ a blend of SAFe, Scrum, Kanban Agile, Waterfall, and Hybrid implementation teams
Vendor Management Experience and managing third party integrations/implementations.
5 or more years of technical experience
Demonstrated experience in technical product selection, technical design and practical implementation of IT solutions
Must be passionate about contributing to an organization focused on continuously improving consumer experiences


Preferred Qualifications:


PMP Certification
SAFe Agile Experience and Training
Master's degree in IT or Business studies
Release Train Engineer Certification
Experience in the health solutions industry
Experience working with technical teams in the following areas Oracle and IBM Relational Database Management Systems, executive information systems and statistical software packages
Experience working with development teams in the following programming languages including Cobol, CICS, DB2, ASP, COM, .Net and SQL.
