Legal Consultant
The candidate will coordinate the legal aspects governing the Housing Assistance Division’s programs including housing choice voucher, family self-sufficiency, homeownership, supportive housing for veterans, the State Housing Trust Fund, ESG, Section 811, HOPWA, Home Access Program, Homeless Management Information System, and the Balance of State Continua of Care program. The Legal Consultant advises the Division Director and program administrators on legal, compliance and policy issues. Will include: Responding to requests submitted under the Georgia Open Records Act (GORA); Serving as the Section 504 Coordinator for the Housing Assistance Division; Reviewing and assisting with construction of standard operating procedures for programs within the Division; Overseeing the HUD annually required PHA planning and submission activities; Ensuring consistency among programs in legal review, program administration and compliance. Will work with the Department of Law and with Special Assistant Attorney General (SAAGs) appointed by the Department of Law, as necessary; Reviewing, negotiating and interpreting contracts and agreements to ensure consistency federal and state compliance of all rules and regulations; Performing professional and administrative legal work involving research, legal advice, and scrutiny of legal documents and preparation of routine and special reports; Performing a wide variety of related special duties requiring staff work and inter and intra agency coordination; Developing and providing Fair Housing and LEP training for HAD staff and sub-recipients in various areas of Affordable Housing Programs (i.e. Housing Choice Voucher, Section 811, Continuum of Care); and Receiving and reviewing incoming federal and state legislation, interprets the legal effect of any new laws and the impact, documents and reports to responsible housing staff regarding laws and changes.
