Digital Signage Server amp Client App

Profile

Digital Signage Server & Client App
Looking for a programmer to either create a new digital signage server, or use an open source program and modify it to my specs/looks. I need a digital signage server to provide services that are delivered to the app that will also be created by you. The app should be simple but secure, with minimum bandwidth used.
Please provide me a draft design/specs of how you will create the server & app, how it will work and how long this will take to complete.
