Duties: Act as Deputy to the Chief Legal Counsel, advising and conducting assigned legal tasks for the Department, including assisting with contracts, labor/personnel matters, fiscal issues, policy and procedure management, regulatory compliance, rulemaking, veteran benefit oversight, veteran committees, etc. Act as legal counsel to the Ohio Veterans Homes (OVHs), including but not limited to providing legal guidance to Department personnel at the OVHs; aiding in the creation, implementation, and oversight of OVH policies and procedures; acting as liaison between the Department and the Ohio Attorney General’s Office (AGO) in all matters in which the AGO represents the OVHs; assessing the grounds and the general operations of the OVHs for legal liability; and addressing ethics matters at the Department. Traveling to each OVH one (1) day per week. Act as Department’s Record Management Officer, overseeing Department’s record management program pursuant to law, rule, and policy. Review and maintain a working knowledge of all legislation, case law, rules, and federal/state guidance that apply to Department and OVHs. Conduct relevant legal trainings for DVS personnel at the OVHs; Regularly report all operations to the Department Chief Legal Counsel, including any events that occur at the OVH that should be reported to Department leadership.
