Senior Manager, Export Control
Responsibilities: Collaborate with cross functional team members globally across Microsoft for efficient and effective execution and management of trade compliance. Develop effective procedures for complying with the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), and other global trade regulations in consultation with business stakeholders and provide guidelines accordingly. Create an environment of collaboration, trust and compliance by design: Serving as trade focal point and trusted advisor when engaging with stakeholders to effectively respond to changing business and regulatory environments Providing day-to-day assistance, communications, briefings, awareness, and developing and managing compliance training to the stakeholders in relation to export control related laws and regulations Reviewing proposals and contracts to identify ITAR requirements, protect commercial roadmaps and compliantly support contemporaneous design/development. Reviewing technical data, technology, software, and products that are being proposed for export to assess and determine their classification on the U.S. Munitions List (USML), Commerce Control List (CCL), or other export regulations Determine whether Microsoft must apply for export licenses from the U.S. Department of State’s Directorate of Defense Trade Controls (DDTC), U.S. Department of Commerce’s Bureau of Industry and Security (BIS), or other government agencies and drafting those license applications Help business stakeholders keep records of exports and use of export licenses and license exceptions/exemptions in accordance with ITAR and EAR recordkeeping requirements Oversee processes that verify personnel citizenship to control deemed exports of technical data, technology, and software to comply with U.S. export regulations Develop training programs to help business stakeholders prevent unintended or unauthorized exports of controlled technical data, technology, software, or products.
