General Counsel
The candidate responsibilities will include: Provide direct legal guidance and advice to the Board and system administrators in matters of system-wide significance; Provide direct administrative supervision to the system Office of General Counsel staff; Write, review, and implement system regulations, policies and procedures; Work with Attorney General’s office on significant system litigation. Work with other public universities, Tennessee Higher Education Commission and other state administrators on common higher education legal issues; Provide written guidance and in person training to system on developing areas of the law and on prevention of legal liability; Draft proposed legislation, analyze pending legislation for impact on TBR System and interact with higher education stakeholders, legislators and legislative committees as needed; Other responsibilities as assigned. Must have Juris Doctor (J.D.) Degree from an ABA-accredited law school. Should be Licensed to practice law in Tennessee. Must have experience working for the State of Tennessee or an agency of the state. Should have 10+ years of significant and progressive legal experience. Must have knowledge and comprehensive understanding of legal issues in higher education such as finance, property, employment; governance, compliance with applicable state and federal laws, student affairs, and contracts. Should have experience managing and supervising attorneys and litigation. Experience serving as senior legal counsel to a higher education system or institution preferred. Experience working with top level management in public or private enterprises desired. Experience working in a professional capacity with public agencies, including knowledge of public operations and familiarity with government regulatory compliance and oversight a plus. Experience managing multiple stake-holder agendas and promoting high client service standards an advantage.
