Employee & Labor Relations Manager
Duties: Manages all areas of employee relations including the Complaint Management Process (CMP) and directing the organization-wide employee relations’ policies and practices. Directs, supervises, and trains the Employee & Labor Relations Consulting Team. Manages HR policies and programs to ensure compliance with state and federal laws and regulations. Manages labor relations activities and compliance in concert with the Sr. Director of Human Resources. Oversees the team, standards, governance structure and process to manage and resolve complaints and investigations. Conducts the most highly confidential and complex investigations. Provides guidance and consultation to the Client Service HR staff. Develops quality assurances processes to improve overall investigative process. Collaborates with compliance and legal departments to minimize organization risk. Facilitates and leads various org-wide CMP teams and committees. Establishes process improvement for the CMP process to minimize risk, improve efficiency and align with industry best practice. Develops and implements organization-wide employee relations program by formulating and recommending program goals/objectives. Responsible for oversight of ER activities in accordance with internal policies and procedures, industry best practice and state/federal employment laws. Engages with organization and HR leadership to improve and strengthen workplace environments. Responsible for development of training strategy and content on ER topics. Directs the KS organization-wide CMP on-line intake system and database. Responsible for reviewing and analyzing trends and providing recommendations on proactive strategies to minimize organizational risk. Responsible for the development, administration and maintenance of HR policies and procedures to ensure compliance with Federal and State laws/regulatory requirements and alignment with internal policies, procedures and culture. Develops or partners with HR to draft new policies/procedures or update existing policies/procedures. Responsible for administering and interpreting labor agreements and grievance procedures. Will participate in investigating grievances. Leads union negotiations. Represents the HR division on the Ethics and Compliance Committee. Serves on org-wide committees involving investigations and employee relations’ matters. Participates as a member of the Senior Human Resources Leadership Team. Develops and administers the operating budget for the Employee Relations function.
