Logistics Coordinator
The Logistics Coordinator will be responsible for the successful execution of a significant multiple layered procurement effort. The incumbent will assist the PM and may be tasked to act in his/her stead for selected matters when the PM is unavailable.
Job Description:
As authorized and directed by the designated PM, direct, supervise and administer the procurement (purchasing) efforts related to Technical Training Equipment, training devices, IT systems and system updates, support services, consumable supplies, the procurement of materials and services, including all aspects of pre-vendor qualification and review, sourcing, bidding process, supplier selection and contract management;
Perform the development of RFP/RFQ packages. Review and analyze proposals, negotiate all pricing and provisions, conduct supplier evaluation and selection, perform post-award management of all orders, expediting, payment approval, closeout and file/record maintenance;
Critically evaluate services provided by vendors in relation to terms and conditions. Conduct, and report, analysis of procurement inputs and recommended selections to stakeholders when required. Lead the development, communication and implementation of procurement objectives, operating philosophies, business strategies and organizational visions including the development and preparation of regular reporting. Collaborate with all stake holders to ensure sourcing solutions are competitive both technically and commercially;
Negotiate with vendors to secure best pricing, favorable terms, volume discounts and pricing on all material and/or service purchases or service level agreements, remedies (when required) and ensure compliance to existing contracts as appropriate. Lead the sourcing and negotiation efforts as part of the procurement process;
Develop, track and maintain program budgets. Create, align and execute procurement, cost reduction, and efficiency strategies, ensuring that financial obligations are encumbered and fully documented. Ensure daily execution of procurement operations is optimized for supply, quality, service, and value creation. Proactively perform risk management and maintain all necessary financial controls;
Manage service agreements and contracts. Review and own master service agreements and contracts with vendors/suppliers. Retain all signed contracts in addition to a database of vendor contract information. Collect and analyze contract information for financial management. Monitor service agreements and contract performance for financial impact. Create, define and serve as an escalation point to enforce contract provisions when KPIs are not met. Report and monitor on supplier/vendor performance against contract requirements;
Coordinate contracting, service agreements and financial activities with PM and CHA Finance and Program Management Office (PMO) staff;
Maintain inventory and other record keeping processes associated with program. Maintain procurement records. Maintain necessary minimum/maximum stock levels to ensure operational and maintenance needs are fulfilled. Maintain inventory and reporting process to enable balancing of program assets. Maintain the physical receiving or shipping of material deliveries and systematic receipts of items, along with necessary posting of transactions. Uphold procurement policies and regulations. Maintain accurate product-related records and files. Provide quality assurance for financial records and products;
Perform assigned maintenance and maintenance support actions in support of program requirements;
Ensure compliance with applicable DoD purchasing requirements.
Provide logistics-related support and or direction to other employees and multiple subcontractors as applicable;
Other program duties as assigned.
