Director of Construction Services
Purpose:
Performs highly responsible professional, technical, administrative, and supervisory work
overseeing a variety of County projects, coordinating design, permitting, construction contracts
and construction quality. This position requires exceptional people, communication, and
organizational skills with an ability to work with all levels of leadership including community
and business stakeholders. The Director will work closely with consultants, contractors, utility
providers, suppliers and various County departments and agencies pertaining to all facets of
design and construction of capital improvement projects. This position reports to a Deputy or
Assistant County Administrator. Work is performed under general direction with considerable
latitude for individual initiative and judgment.
Minimum Qualifications - Education and Experience:
Eight years of professional experience that includes five years of responsible management or
supervisory experience and a Bachelor s degree in engineering, construction management or
related field; or a Master s degree in a related field and three years of experience as described
above; or an equivalent combination of education, training, and/or experience.
Special Qualifications (May be required depending on area of assignment):
Florida Drivers License.
Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
Other knowledge, skills, abilities, and credentials required for a specific position.

Position Specific Tasks:
Oversees all facets of capital construction projects
Coordinates project programming and pre-design, design, and construction
Supervises a staff of professional and administrative employees engaged in the construction delivery process
Ensures industry best practices while managing consultants and contractors on construction management projects
Ensures communications plans are in place to inform stakeholders of project status at reliable and consistent points through all stages of the contract process
Interprets construction plans and specifications and evaluates deviations from specified
construction procedures including identification of impacts from deviation, estimation of price/cost and evaluation of deviation effects on project budget
Mitigates impacts of change orders caused by site conditions and/or construction issues and monitors implementation of change orders
Coordinates and facilitates meetings and work progress with developers, design project
managers, contractors, subcontractors, inspectors, consultants, County staff, property
owners, utilities and all agencies involved in the project process
Maintains project documentation and consults with the County Attorney s Office
regarding contract claim preparation and defense
Participates in the preparation of budgets for capital improvement programs and the
monitoring of budgets to assure projects are completed within the established budgetary constraint
Participates in developing and/or updating the Capital Improvement Plan and assisting with Grant applications
Applies technical expertise to questions about various policies, procedures, and interpretation of engineering standards
Performs quality takeoffs and oversees the development of estimates for bid items based upon plans.
Monitors and applies constraints to independent estimates for contract related change orders to ensure cost effectiveness.
Prepares project-related presentations and presents at County Commission, workshop, and other meetings as needed.
Oversees assigned projects and programs to ensure compliance with local, state, and federal laws and standards
Collaborates with engineers, building officials and other staff through project implementation to continuously improve efficiencies, procedures, and policies
Identifies opportunities to share best practices and improve technical and organizational effectiveness across units
Performs related duties and responsibilities as required

Ability to supervise and lead a diverse staff responsible for implementation of technical construction and engineering tasks
Knowledge of construction methods and materials
Knowledge of building mechanical and electrical systems
Knowledge of methods and techniques of managing large construction projects
Knowledge of methods and techniques of budget administration
Knowledge of cost analysis and methods
Knowledge of project record keeping techniques and principles
Ability to supervise, lead, train, and develop a diverse staff
Ability to prepare and deliver presentations to groups and various stakeholders
Ability to read and interpret plans and blueprints
Ability to organize and delegate work and resources
Skilled in interpreting, applying, and explaining applicable laws, codes, regulations, policies, and procedures
Skilled in analyzing problems, identifying alternative solutions, and projecting consequences of actions, recommending best options, and implementing approved solution in support of goals
Skilled in communicating clearly, timely and concisely both orally and in writing
Skilled in establishing and maintaining effective working relationships
Ability to develop administrative practices, policies, procedures, and systems for construction management programs
Knowledge of construction delivery processes
Ability to contribute to operational, tactical, and strategic planning in support of the organization s mission, vision, and values
Ability to analyze facts and to exercise sound judgment and to arrive at valid conclusions
