Part-Time Employee Labor Relations Specialist
The candidate will establish and provide effective consultative services to UI HR representatives, supervisors and employees regarding employee and labor relations issues and processes. Cultivate and expand relationships internally with human resource representatives, managers, employee groups and externally with union representatives that enhance employee and labor relations capability. Advise/consult with UI HR representatives, supervisors and employees regarding employment related problems and disputes providing consultation and recommendations to support best practices, minimize risk and advance the mission and goals of the University. Provide consistent, timely and accurate advice to supervisors, UI HR representatives, both just in time and an ongoing basis. Responsible for guiding day-to-day administration of policies and support application of best practices. Responsible for applying proper investigatory techniques and methods to gather and analyze information related to complex employment issues. Responsible for understanding negotiation techniques to perform and support others in negotiation of labor agreements and implementation of those agreements. Interpret, explain and apply applicable state and federal laws, rules, regulations, policies and procedures to support compliance and minimize risks. Serve as a consultant and conduct research on a variety of human resource related issues, helping to develop both policies and procedures that reflect best practice. Develop and deliver technical training on effective employment practices, including employee investigations, performance management, and employment policy administration. Communicate and collaborate, when additional resources may be needed, to resolve issues and address individual performance management, including exit strategies, or organizational systems issues impacting leave and disability management. Communicate effectively with stakeholders and collaborate to resolve issues on behalf of the University. Initiate and/or review correspondence and/or documentation relevant to employee and labor relations issues.
